Europe experienced widespread relief on Monday, as the diplomatic emergency caused by the presentation of a new comprehensive peace framework for resolving the conflict appeared – briefly – to have been contained. A American diplomat spoke of "significant advancement" after Ukraine-US talks in Geneva. On Monday night, Russian leadership made its retaliation: another massive barrage of rocket attacks on Kyiv.
The Rhythm of Diplomacy and Destruction
The succession of contrasting events captured the bleak nature of the outgoing year. By day, negotiation efforts are waged: optimistic declarations are issued from different nations. Immense energy is devoted on managing specific proposals. By night, Russian leadership clearly shows the world that, for them, war remains the key method for achieving "peace".
After-Dark Attacks
As the offensive developed into the early hours of Tuesday, the immediate reality of Ukraine's exposure was revealed. Ukraine is capable of detecting missile launches from Russian territory, a capability afforded by timely intelligence. From vantage locations, defense planes that had been scrambled to intercept incoming cruise missiles streaked across the sky – advanced fighter aircraft delivered to Ukraine by European allies.
Shortly after, Kyiv's air-defence systems activated: several firings targeted at a incoming threat. This was a advanced protection mechanism at work, most likely provided by partner states. Every launch creates sudden vibrations, causing tremors. The instant of fear quickly gives way to sober acceptance: perhaps the approaching threat won't strike its target this time, protecting urban areas from ruin and further power outages.
Persistent Threats
Soon after, a heavy machine gun opened up on a drone in the vicinity, part of a rapid response unit – almost certainly allied-provided weaponry. Unfortunately, the projectiles didn't strike the enemy aircraft – it continued its flight toward its destination.
Periodically, this persisted until dawn. Kyiv awoke to the early updates: several casualties, damage and heating outages in multiple buildings as a result of the night's assault. As customarily, everyone still maintained normal activities – living the war. But those entire period illustrated Ukraine's essential dependence on Western support – a reliance that neighboring countries are clearly incapable to replace in the short term.
Failed Diplomacy
The 28-point plan from US administration provoked deep reactions, discussion and deep concern – and temporarily diverted attention from Ukraine's most significant graft case in years. Yet, we have witnessed similar scenarios, after earlier high-level meetings and multilateral gatherings.
Every new approach from Washington unfolds according to the consistent cycle: a political offensive against Ukraine, which Kyiv, with other European capitals, manages to fend off. They manage the tension but never actually secure success. This trend will, undoubtedly, endure.
Tactical Assessments
It is easy to blame certain parties of consistently pushing Moscow's conditions. But that does not seem to be the whole story. US administration functions according to a premise familiar among international relations experts: you cannot win at the negotiating table what you have been unable to protect through force. The White House assumes that it is unrealistic to force Russia to abandon the land that it currently occupies in Ukraine's southern or eastern regions.
The issue is that while accepting these circumstances, US leadership does nothing to deter Moscow, through statements or actions, from thinking that the current condition will not shift further in its favour in the months ahead.
Opposing Positions
Therefore, the Kremlin is convinced that time is on his side – that Ukraine and its partners are approaching exhaustion. Their reason to agree to terms that does not give them the maximum possible gain is virtually nonexistent. There may be numerous efforts to stop fighting, but they will persist as long as Russia's leadership remains completely certain in the outcome.
On the contrary, Kyiv believes that Ukraine can still persist, gradually sacrificing people and territory but avoiding a total frontline collapse until situations evolve in its benefit.
Existing Situation
Realistically, there are no real preconditions for a truce. Now, individual motivations are coming into play: political desires to negotiate peace and obtain worldwide acknowledgment, and the government's dual difficulties – on one hand, not to estrange crucial supporters, and on the other, to rally Ukrainians around the national cause against any initiative Kyiv finds unacceptable, so that their priority does not switch to homefront challenges. And although their mission will now be considerably more difficult after latest incidents, it remains very improbable that this will modify their basic position.
These opposing factors are influencing discussions.
Assessment and Future
It took a just a single week to eliminate the proposed articles of the latest plan. Assertive and inconsistent approach of the matter by American leadership, opposition by Ukraine and the other European countries, along with calming attempts of negotiators, and finally, recent disclosures, all achieved their purpose.
While new initiatives based on old ideas are forthcoming, Kyiv, London and other European capitals should reach an essential realization: Ukraine and Europe will only be able to fend off negotiation assaults from Washington that are based on Russian demands and reflect certain reluctance to alter the situation, if they remain united and strengthen their defence capabilities at a considerably quicker tempo. If they do, neither political nor armed coercion will be able to defeat them. In the meantime, Ukraine's capability to repel nightly air assaults will, for the predictable period, mainly require sustained allied backing.
